Toss in the pepper and celery and cook over a medium heat for 2-3 minutes.
Sprinkle in the Perfect Shake Cajun Herb & Spice Blend and add the rice, cook for 1 minute, stirring frequently.
Stir in the water, bring to the boil, cover and simmer for 15-20 minutes until the rice is cooked. Stir in the spring onions and serve.
Heat the olive oil in a large frying pan and fry the mince for 6-8 minutes until browned. Drain any excess liquid.
